Mayor Dr. Yxstian A. Gutierrez has served on the City Council since 2013. He has served as Mayor Pro Tem (Vice Mayor) and now Mayor this current year.

Mayor Gutierrez is committed to sustainable job growth in Moreno Valley through a stimulated economic development program that brings employment opportunities and revenues to maintain a solvent city budget. He also understands the importance of supporting public safety resources to maintain a safe and growing community. Mayor Gutierrez proposed the award winning Hire MoVal program that encourages businesses to hire MoVal residents!

Gutierrez founded and expanded an innovative arts/music program for children enrolled in an after school program. Additionally, Mayor Gutierrez proposed the City Council adopted Emerging Leaders Council which identifies Moreno Valley college students between the ages of 18 – 25 who have strong leadership skills and aspirations to become community leaders.

Mayor Gutierrez is the first of his family to complete college. He earned a Bachelor of Arts degree from California Baptist University, a Masters of Education degree from American Inter Continental University, and at the age of 27, a Doctorate of Education from Northcentral University. He completed his teaching credentials in mild/moderate disabilities from Chapman University and also completed graduate level certificates in teaching Reading and English as a Second Language from the University of San Diego. He is also an alumnus of the University of Southern California Public Policy Program in Executive Education.

Mayor Gutierrez is an educator who is employed as a Resource Specialist with the Moreno Valley Unified School District and has worked for Moreno Valley College as a reading instructor.

Mayor Gutierrez has been a Moreno Valley resident for more than 20 years. He previously owned and operated Berrybean Café and is a member of the Moreno Valley Chamber of Commerce and Moreno Valley Hispanic Chamber of Commerce. On a personal level, he enjoys spending time with his family and friends, as well as hiking and meeting constituents with his two dogs – a beautiful Labrador Retriever, Kayla, and a Beagle mix, Lassie.
