Basic overview of my position.


My name is Douglas Newland and I have served as the Imperial County Auditor-Controller since 1999. Prior to being elected I worked for a local CPA firm for 7 years.  Before that I spent 20 years as a bank controller. The function and purpose of this position is spelled out in the California Government Code and states ‘’ the auditor-controller shall be the chief accounting officer of the county. Upon order of the board of supervisors, auditor-controller shall prescribe, and shall exercise a general supervision, including the ability to review departmental and countywide internal controls, over the accounting forms and the method of keeping the accounts of all offices, departments and institutions under the control of the board of supervisors…” During my tenure at the County of Imperial I have installed a state of the art financial accounting and time-keeping system.  Every year the Auditor-Controller department has received the Award for Counties Financial Transactions Reporting, presented by the California State Controller. Additionally, the county has always received a clean opinion on its annual audited financial statements. My staff is the reason for these successes and we look forward to providing accuracy, transparency, customer service and accountability to the public.
