My Top 3 Priorities

  • Restore ethical integrity, honesty, fairness, and transparent accountability to our city governance
  • Address the housing/homeless crisis with affordable low cost homes, housing for veterans, and low wage-earners. Weekly pay for this population is at the lowest percentile of the wage scale.
  • Work to establish a police/fire department in Moreno Valley, using revenue from the Gas Tax, the General Budget, the Cannabis Tax, and Rainy Day Fund

Brief Biography


Hello, I am Dr. Mary McBean, a Registered Nurse Educator and have been a resident of Moreno Valley since the early 1990s. I have a son who is also an Educator. I am a grandmother and have two beautiful grandchildren, who just happen to be twins. I am running for public office because I am concerned about the ethical integrity of our city. I want our city to be open, transparent, and representative of all its residents, not a collective few. I also want our city to become a friendlier environment for first-time entrepreneurs who want to bring new business to our city. Instead of numerous hurdles and expensive fees, show a willingness of collaboration and helpfulness. I was born and raised in the state of Mississippi and is the sixth among my siblings during the Jim Crow Laws. Laws where local and state legislatures enforced racial segregation in the Southern United States after the Reconstruction Period until 1965, designed to keeps Blacks deprived, dependent, depressed, down-trotted, discouraged and dehumanized. I was the product of the U.S. Supreme Court’s “Separate but equal” legal doctrine. The result of these discriminatory practices had a profound influence on my mental psyche as a child that shaped my thoughts as an adult. Following high school, I moved to California and started my educational journey using my father’s GI Bill educational funds. Over the past twenty years, I have worked in countless settings while going to school and being a parent. Lastly, I am running for Mayor to bring new leadership and change to our city government. As a long time, resident of the city, I have served on different commission boards and held leadership positions and strongly feel, our current leadership is more concern with statistics, rather than substances.

Education: I hold a Doctorate degree in Education from Argosy University in Ontario California and have been a Nurse/ educator for twenty plus years. I am retired and teach clinical nursing theory on a part-time basis as an adjunct professor. I am not a politician.  But, I am a concerned citizen of Moreno Valley who have some reservations about the direction the city is has taken.

Qualifications: For the past 5-7 years, I have served on 4 different Commission Boards and is currently the Vice-chair of the Moreno Valley Senior Citizen’s Advisory’s Council. As an advisory member, it is our responsibility to make a recommendation to Staff Members at the center regarding issues within different communities in Moreno Valley and surrounding cities who utilize the center's services who relays them to the City Council.

 Some of these recommendations are regarding Financial Predators, Physical Assistance, Nutrition, Exercise, Health Care Costs, Transportation, Socialization and others. We are their advocates, we speak on their behalf, we are their voices. Prior to my retirement from the Department of Health, I was the Union Steward for SEIU 1000 Labor Union representing Registered Nurses bargaining contracts. and held this position at two of my last places of employment.

I’ am Running: At this stage in my life, I have entered the Mayoral race to bring new leadership and restore confidence in our City Government. I am concerned about how our City Council functions with very little accountability and a lack of transparency in governing the city. I am concern about the lack of diversity in the workforce in the city hall.  I am also concerned about outside interests having a preference in influencing the city’s agenda.


Restored: Our city’s reputation was severely damaged several years past which can be restored. The governing philosophy should include ethical actions, honesty, fairness, and provide unquestionable services to the residents.    It’s time to erase the past with new leadership and restore our city to one of great prosperity with integrity and greatness.
