Elected to the Perris City Council in November 2014, Councilman David Starr Rabb has worked to attract new businesses to the City, improve our infrastructure, and create opportunities for Perris’ youth and seniors. Councilmember Rabb has also utilized his legal background to draft ordinances involving a wide range of matters.   (For a list of the Councilman’s accomplishments, please click here).

         Councilmember Rabb understands that City Council is a fulltime job and is committed to doing what is best for all Perris residents. Throughout his tenure on the Council, David Starr Rabb has maintained an open-door policy, always making himself accessible to the community. He attends many events, such as “Rods and Rails,” the “Live Well Perris Health Fair,” and city-sponsored parades. Moreover, he works with countless Perris residents to resolve important issues.

As a Deputy District Attorney in San Bernardino County, Councilmember Rabb is familiar with the issues affecting our community’s safety. He utilizes that knowledge and experience to benefit his community. As a prosecutor, he has negotiated resolutions in over 1,000 criminal cases and regularly meets with law enforcement personnel and victims to formulate resolutions to sensitive cases. 

Growing up in a working-class household in downtown Perris, David Starr Rabb learned the value of hard work from his parents, community, and church family at First Baptist Church of Perris. Councilmember Rabb is a proud product of Perris public schools; he attended Perris elementary schools, Pinacate Middle School, and graduated from Perris High as its co-valedictorian.

          In 2008, David Starr Rabb earned a Bachelor’s Degree in Political Science from Stanford University and later graduated from Stanford Law School. Councilmember Rabb has been licensed to practice law in California since 2012.   

Councilman Rabb is a proud Navy veteran. During his sophomore year at Stanford, he enlisted in the United States Navy Reserves.  He later deployed with a Navy Expeditionary Unit to the United Arab Emirates.  He received an honorable discharge in December 2013.  

Councilman Rabb’s service in the Navy, legal career, Stanford University education, and Perris upbringing, have solidified his commitment to public service and, in particular, serving the City of Perris.  Councilman Rabb is thoroughly committed to building upon the progress the City has achieved over the last four years.
