If enacted by the voters, Measure X, the City of Indio Neighborhood Safety/Essential City Services Improvement Measure, would approve the Indio Transactions and Use Tax Ordinance (commonly known as the “Sales Tax Ordinance”) that would increase the City’s existing sales tax rate by 1.0% or one cent for every dollar of taxable sales of goods in the City, and on the taxable storage, use or consumption in the City of goods purchased. The total sales tax rate currently paid in the City of Indio is 8%. If Measure X is approved by the voters, the total sales tax rate in the City will increase to 9%.

The proposed tax is a general tax meaning that revenues from this tax will be deposited into the City’s General Fund and used to pay for general municipal City services, operations and programs such as but not limited to police services, street repair, infrastructure upgrades and other city services. All revenues raised by the tax would belong to the City and would not be shared with the State or any other governmental entity. The City’s Finance Director estimates that the proposed tax will raise approximately $8.5 million per year in General Fund revenue for the City. If the Sales Tax Ordinance is adopted by the voters, it will automatically expire after twenty years on March 31, 2037.

The Sales Tax Ordinance provides that the tax will be collected by the State under State law in the same manner as the existing sales tax. The Sales Tax Ordinance further provides that the tax and any expenditures of revenue collected from the tax is subject to an annual independent financial audit, which is a public record. In addition, the financial audit shall annually be independently reviewed and analyzed by the City’s Citizen’s Finance Advisory Commission at a public meeting. The financial audit along with the Commission’s analysis, findings and recommendations are to be further reported to the City Council at a public meeting.

Article XIIIC of the California Constitution, commonly known as Proposition 218, requires that the proposed tax be approved by a majority of the voters voting on the ballot measure. 

On August 3, 2016, the City Council unanimously approved the Sales Tax Ordinance, attached to Resolution No. 9883, and authorized its placement on the ballot. A full copy of the ordinance is printed in these ballot materials.

A “Yes” vote on Measure X adopts the 1% Sales Tax Ordinance for a period of twenty years.

A “No” vote will result in the 1% Sales Tax Ordinance not being adopted.
