Community Volunteer & Advocate. 


I have committed the last SIX years of my life to public service, fighting for my neighborhood as well as others. 


I have a lengthy record of active civic involvement in Oceanside, frequently speaking at council meetings on wide-ranging issues such as: 


SUPPORTING:  RENT CONTROL & 16B, neighborhoods, City Library, tourism, agri-tourism, clean water, parks & recreation, Morro Hills farmlands, historic preservation, Heritage Park, El Corazon, PUBLIC SAFETY, MLK scholarships, health & fitness, smart growth, historic preservation, city workshops (budgets, studies like Coast Highway Vision Plan, etc.), harbor, youth sports (helps keep kids out of gangs), literacy, bicycle friendly infrastructure, bringing more businesses and jobs to Oceanside, . . .


OPPOSING:  Vacancy Decontrol (the 2011-2012 attack on our rent control), outsourcing Police/Paramedics/ Library, privatizing ambulance service/harbor/ Goat Hill Golf, digital billboards, puppy mill stores, uncontrolled development, Gregory Canyon Landfill, Melrose extension, RDO interchange, converting commercial land into residential development, the long-term storage of nuclear waste at San Onofre. . .






I volunteer for the blind at their annual national conventions, and assist blind athletes and blind professionals.

I have been helping the blind for over 50 years, ever since high school. 




I love Oceanside and all of its diverse culture.  I believe in Oceanside and know that we have many challenges ahead.  I am ready and prepared to face those challenges and move forward as your next City Councilmember.




As your councilmember, I will bring my lifelong business and interpersonal skills to City Hall.  I will continue to promote public safety, walkable neighborhoods, and a vibrant economic base for Oceanside. 


I promise to always put neighborhoods first.      I will do this while balancing the need to increase city revenues that are necessary to provide excellent public services to our residents and businesses.

Current board member, Associate Manager, volunteer with GSMOL which supports homeownership statewide for seniors, veterans, disabled and low income families (over 1,000,000 people who live in manufactured homes in California).


Current member with OMHA = Oceanside Manufactured Homeowners Alliance.


Current member, organizer, volunteer with ACTION = Alliance of Citizens To Improve Oceanside Neighborhoods.

I will work to maintain and improve our harbor and not privatize it. 


Victor Roy is an Oceanside resident & homeowner since 1998; and his parents bought a home & moved here in 1976. 


Victor has a lengthy record of active civic involvement in Oceanside, frequently attending & speaking at city council meetings on wide-ranging issues, meeting with city staff & department directors, supporting civic events, and participating in a variety of charitable causes.


Victor is a senior athlete & has been volunteering for the blind since high school.  


I will promote a vibrant economic base for Oceanside. 


I will promote tourism and agri-tourism for Oceanside.


I will support all city services and the employees who provide them.

I promise to support more public transportation infrastructure.


I promise to protect our precious water supplies from projects like Gregory Canyon Landfill.  CLEAN WATER is always a priority!

I promise to support a legally defensible climate action plan which includes addressing sea level rise, zero waste, and alternative clean energy.
