Joe was born in Denver, Colorado where his father was stationed while in the U.S. Army. Joe's father retired from the U.S. Air Force after 22 years in the military and went on to have a second career in public school teaching. Joe's mother is a retired nurse. Joe lived in San Bernardino from third grade through college and then went to graduate school at Oklahoma State University earning both a masters and a doctorate in clinical psychology. Later, he earned another masters degree in public administration at San Diego State University.

Joe has worked at the county, state, and federal levels in public service positions. He has worked with children and adolescents in the county mental health system. In the VA hospital system, he treated combat veterans suffering from PTSD. Joe has worked in the criminal justice system for over twenty years as both a clinical psychologist treating and evaluating criminals and also as a Deputy Commissioner on the State Parole Board. As a Deputy Commissioner for eight years, Joe presided over parole hearings to determine parole suitability for inmates sentenced to life with the possibility of parole and also parole hearing for those parolees who violated their conditions of parole. On a regular basis Joe presided over parole hearings for Escondido parolees sending those parolees back to jail, prison, or substance abuse programs. He has kept criminals off the streets of Escondido, keeping our homes, families, and children safer.

Joe has lived in Escondido for 17 years with his wife Terri Price. Terri attended Escondido schools and teaches at Central Elementary School in Escondido. Their daughter attends Bear Valley Middle School where Joe is active on the PTA. Joe loves spending time with his family, watching college football (GO OKLAHOMA STATE!, GO AZTECS!), mountain biking, playing with his dogs and cat, going to the shooting range, and beach camping.
