Do you support increasing the housing density in your district of the City of Santee? What other options might there be for improving the City's supply of affordable housing?
Respuesta de Zack Gianino:

I support compliance with the law as established by the Santee General Plan. District 3 has experienced General Plan Amendments with conversions of commercial and open spaces into high-density residential developments without adequate consideration of traffic and parking impacts. Santee is one of the most affordable quality places to live within our region because Santee had been more deliberate about growth and conservation of open spaces. Santee has done its share to provide a reasonable amount of affordable housing, but cannot solve an affordable housing problem that stems largely from a national trend of declines in living wages. Pedestrian oriented mixed-use projects on redeveloped sites will have a greater chance of obtaining my vote if they include an affordable housing component.

Do you approve of the City's current approach to addressing the problems of homelessness? What specific changes, if any, would you make?

I approve of Santee’s efforts to address homelessness and would seek avenues for regional cooperation that could resolve this national problem. Public health and safety issues must be integral to our approach.

Do you support any specific projects to promote economic activity in the City? Why or why not?
Respuesta de Zack Gianino:

I support high paying jobs for Santee residents that could eliminate commutes outside of the city.  Commercial and light industrial projects can benefit residents and the Santee General Fund. Residential development strains service budgets and the current boom should be slowed. Clean energy projects and Community Choice Energy that can divert energy spending back to local business should be established.

Do you believe that the Citizens Law Enforcement Review Board (CLERB) has adequate independence, authority, and resources to provide effective civilian review, if there are allegations of sheriff deputy misconduct in the City of Santee? What changes, if any, do you think should be made to that body?
Respuesta de Zack Gianino:

Santee has one of the lowest crime rates in the County, in part, because population growth has been slow. Santee has maintained a balanced stock of housing types with adequate sheriff’s funding. Land use decisions are important (but often overlooked) components of maintaining healthy relationships between public safety officials and those they endeavor to protect. If the CLERB is failing elsewhere in the County, then reforms should be implemented consistent with the facts to restore public trust.
